me in due course whether you propose

to put in hand the dredging of the

whole area to 36 feet. The cost of

such dredging will be heavy, and as

it will be primarily in the interests

of the Godown Company, the question of

recovering part of the cost by a special

impost on the Company, or of requiring a

substantial contribution from the Company

as a prior condition of undertaking the

work, will no doubt be fully considered.

3. If it is eventually decided to

undertake the work, I attach importance

to the recommendation of the Imperial

Shipping Committee that if possible the

work should be entrusted to British enterprise.

Full enquiry will no doubt be made as to

the terms on which British firms would

undertake it.
